Doctors flag crucial issues in Telangana Vaidya Vidhana Parishad

Hyderabad: The Telangana Government Doctors Association (TGGDA) alleged that the Telangana Vaidya Vidhana Parishad (TVVP) is facing crucial issues such as delayed salaries, halted health card services and a prolonged vacuum in key administrative positions.

In a statement issued on Friday, the association said the ‘worsening administrative crisis’ has been deteriorating for months, affecting hospital operations and lowering staff morale across the state.

Salary delays and pending health cards

According to TGGDA, TVVP doctors and staff have not been receiving their salaries on time. The association highlighted that even basic welfare measures, such as health cards, remain inaccessible.

“The pending salaries of TVVP doctors remain unreleased, and health cards for doctors and staff have still not been issued,” TGGDA said, noting that these delays have made routine functioning difficult for thousands of healthcare workers.

81 TVVP hospitals are not working due to administrative gaps

The association said the absence of regular District Coordinators of Hospital Services (DCHS) in several districts has caused an accumulation of administrative tasks and hindered decision-making at the hospital level.

The impact, TGGDA noted, is visible in the functioning of healthcare institutions.

“Delayed re-deployment of staff has resulted in the non-functioning of 81 TVVP hospitals, including facilities in Manakondur and Choppadandi,” the association said.

Promotions for doctors have also been pending for two years, causing what TGGDA described as ‘loss of panel years’ for eligible staff.

Non-implementation of DSHS at the core of the crisis

At the centre of the issue, TGGDA said, is the non-implementation of the Director of Secondary Health Services (DSHS), an administrative reform recommended by the ASCI Committee formed by the State government.

“The ASCI Committee submitted its report several months ago, yet there has been no action, no decision, and no progress,” the association said. It added that the prolonged delay ‘has weakened TVVP’s administrative machinery’ and impacted both hospital services and doctor welfare.

TGGDA’s five demands

Calling for urgent intervention, TGGDA has urged the Telangana government to take immediate steps to stabilise the system.

The association outlined five key demands:

1. Immediate release of all pending salaries to TVVP doctors.

2. Implementation of the Director of Secondary Health Services (DSHS) to restore administrative order.

3. Issuance of health cards to doctors and staff across all facilities.

4. Posting of regular DCHS officers and expediting promotions to strengthen district-level administration.

5. Re-deployment of necessary staff to revive functionality in all 81 affected TVVP hospitals.

TGGDA office bearers, President Dr Narahari Bapanpally, General Secretary Dr Lalu Prasad Rathod and Treasurer Dr MK Rauf said the current administrative standstill has placed both healthcare providers and patients at risk, and urged the government to address the issues without further delay.
