Telangana private colleges told to submit fee proposals before admissions for govt approval

Hyderabad: Private professional colleges in Telangana will now be required to submit their proposed fee structure well before admission notifications, which will be subject to the government’s approval.
The announcement was made as part of fresh amendments made to the Telangana Admission and Fee Regulatory Committee (TAFRC) Rules, 2006, governing fee fixation in private unaided professional institutions.
Colleges asked to submit fee structure with proof
According to GO 33 issued by the Higher Education Department, the move follows recommendations from the Telangana Council of Higher Education (TGCHE) and recent directions of the High Court.
As per the amendment, private professional colleges will now be required to submit their proposed fee structure well before admission notifications, along with complete accounts and supporting documents.
Institutions must also file a notarised affidavit affirming the authenticity of the data submitted. Any falsification of records will invite penal action.
TAFRC has to give final approval on fee
The TAFRC has been empowered to approve or alter the proposed fee for each course, while ensuring institutions are given an opportunity to be heard. The revised framework also expands the parameters for fee determination.
The committee will now consider additional factors such as:
– Quality of education and internal quality assurance systems,
– Student performance, progression and placements,
– Adoption of best practices like Aadhaar-linked fee payments and facial recognition attendance,
– Research and innovation ecosystem, publications and awards,
– National and international rankings
– Alignment with Telangana’s perspective plan for technical education.
The government said these changes are aimed at strengthening transparency, accountability and quality benchmarks in private higher education institutions.
The order, issued in the name of the governor by Dr Yogita Rana, Secretary to Government, directs officials, including the TAFRC, Technical Education Commissioner, and Telangana Council of Higher Education, to implement the revised rules.
